Title: Maine Gambling Initiatives

I was looking over some of the past results and found that when Washington County wanted bring gambling in most of the rest of the states disapproved including Oxford county. When Oxford County wanted a casino a year later, Washington county swung hard into the no column. And this has happened back and forth in several similar initiatives. I wonder how much of the voting is local bitterness/"If I cant have it no one can"?

It's also odd why a local matter should be left up to a statewide popular vote of people who have nothing to do with it.
