From SUSA's Website (http://www.surveyusa.com/SUSA_Regional_Definitions_As_Of_081029.htm):
West-Central
   McKean
   Potter
   Elk
   Cameron
   Clinton
   Jefferson
   Clearfield
   Centre
   Cambria
   Blair
   Huntington
   Somerset
   Bedford
   Fulton

Basically, the region that is sometimes called "Pennsylvania's Alabama".  With the exception of a few counties - Cambria (Johnstown) and Centre (State College) immediately jump out - it's heavy Republican territory.
