Teodoro Obiang Nguema Mbasogo
Considering that Castro has ruled only for a short time and has attemped some reform, voting for him seems misguided, especially when there are such dictators like Mbasogo. Or perhaps libertarians like his extremely loopsided distribution of wealth?

Yeah, probably Jordan. Also while Assad isn't really responsible for what Syria is like now, he's not exactly fixing it. He has made no attempt whatsoever to liberalize, even superficially like Mubarak.

Nazarbayev has probably been the most succesful leader of a former Soviet Union country outside the Baltics, unlike Bakiyev, who has done little to carry out the promises which brought him to power.

Hamad seems to be a pretty good king. He has democraticized the nation quite a bit since taking over and also pushed for a freer nation, making Bahrain the freest nation in the Middle East. By Arab standards he's a regular Messiah.

So I think my vote actually goes to Albert II who seems like an asshole.
