I think this could help fix that problem
Emergency Financial Reform Act
Sec. 1) The Elimination of the Position of Southeast Treasurer Initiative is repealed.
Sec. 2)A. Effective immediately, any person, business, corporation or other entity which has previously failed to duly report taxes owed the Southeast region on any taxes levied by the Region may apply to the Treasurer for tax amnesty as described below.
B. Upon application for tax amnesty the applicant shall submit all missing or amended tax return forms for the tax years for which they seek amnesty by 12/31/10. The applicant must pay all such back taxes due, plus interest, no later than 12/31/14.
C. For all such taxes timely repaid under section 2.B. above, neither additional penalties nor other criminal liability shall attach for nonpayment or avoidance of said taxes.
Sec. 3)The End to Income Taxation Act is reinstated and amended to read:
All personal income taxes in the Dirty South are repealed.
All Corporate income taxes shall be reduced to 12%.
Sec. 4) With the exceptions any medical related supplies and all groceries items, there shall be a regional sales tax of 25% on all items bought with the exceptions of those previously mentioned.
Sec. 5) Under no circumstances shall Southeast region expenditures exceed the revenue taken in the previous fiscal year.
I think this should be declared an emergancy inititiative so it can be voted on right away
