Southeastern Education Lottery Proposal

The time has come for the Southeast to step up to the plate and take steps to raise our standards of educational achievement.

I do not believe that all citizens of our region should be forced to bear the brunt of the high costs of higher education.  However, if opportunities are not available for deserving children who need assistance with the financial burdens of college, then we shall all bear the brunt of the costs to our regional productivity, economy, and competitive advantage.

To effect this need, I propose that the Southeastern region establish a lottery, the profits of which would be directed towards college or vocational scholarships for any child who is a resident of the Southeast who has achieved a "B" grade average or higher during their term in high school.

This obligation should only be honored via the lottery funds and no obligation shall be placed upon the Southeastern general fund should funds not be available in the lottery fund.

The time has come to stand up for our children and I will use my Constitutional authority to place this legislation on the next ballot and encourage my fellow citizens to favor its passage.

All money is fungible, so saying that any lottery goes to support  education is a laughable as that Social Security Trust Fund pwople love to yalk about.  So called education lotteries work only because they are government monopolies.  I oppose lotteries in general and the way our governor has proposed this one combines all the worst aspects of lottery supporters.  SC got an Education Lottery that was supposed to but our kids extras.  What  wonderful extra got funded by the lottery this year?  School buses   You heard that right folks, the SC Legislature considers replacing worn-out unsafe school buses to be an extra to be done by lottery funds instead of being paid for by the regular budget.
