If true this might be a last ditched attempt to rally his vote base in SC to turn out in large numbers to get him to third and give him a chance to be the establishment alternative to Trump/Cruz.  If he does not make it third he will have a slow death anyway. So might as well gamble everything in one last throw.

Bush campaign staff wont be paid after Saturday

What ?! I thought one thing the Bush campaign should have is $$$.  I guess most of that money are in SuperPACs which cannot be used to pay campaign staff.

It makes sense, sadly, and I don't see Jeb getting 3rd here barring some miracle.

His donors were maxed out after the first quarter of last year, and his fundraising fell off the cliff in the second half of 2015. I'm not surprised he's running short on money.

Yeah, everything hinged on him not winning the FL governor election in 1994.  He he won he would have ran in 2000 instead of W and the GOP as well as USA as a whole would have been better off for it.
