I absolutely think so. To register to vote, at least in IL, you have to go out of your way, fill out a bunch of papers, show multiple IDs, and take the oath. I was willing to do so because I am obsessed with politics, but people who would like to vote but don't care THAT much will not go out of their way for that. If they find out they can show up and do it there, however, they will go vote. I think turnout goes up and I think it favors the Dems.
