Strongly disagree. Suburban Republicans tend to be significantly more moderate than rural Republicans, even in heavily-Republican suburbs like Milwaukee, Indianapolis, Tampa, etc.

In general rural Pubs are more conservative than their suburban counterparts. However, the strongest Tea Party groups are often in suburban/exurban areas.

Of course suburban Tea Partiers have a higher capability to organize in mass crowds. This fact does not make suburban Republicans overall more conservative than rural ones.
