Certainly not! Some conservatives have gotten angry with liberals and have said things to the effect of "If a person is qualified they should be confirmed regardless of ideology!" I could not agree less. For me the ideological perspectives and theories on interpretation would purely form the basis of my decision. I really could care less if they were "well qualified" or not.

Communist: I don't care about the Constitution.

Kennedy: He seems very qualified.

That's sadly a very convincing prediction of what Ted would say.
