It did not, but there's no harm in preventing something similarly ludicrous from happening or being enacted by a regional legislature.
If a Regional legislature wanted to grant private businesses exemptions to various laws on religious conscience grounds, it wouldn't really matter what Article IV of the Federal Constitution says. On the other hand, if a Regional legislature wanted to ban media organizations from expressing a certain viewpoint, it would very much matter what Article IV says.
