Surprise Surprise has to Blair. There's another universe where Brown become PM in '97, and didn't do some of the more, free market reforms that Blair did (e.g Tuition Fees) but it's worth noting that beyond that, and public service reforms (whatever they actually are!) Blair and Brown had virtually no policy differences, beyond whatever was said at Granita.

Brown was a very competent Chancellor, and deserves all the credit for 'saving the world' but he was an awful party leader, and should have been replaced by someone like Straw or Johnson in '09.
