Minnesota
Best Decade: 1930s (+0.12 Seats)
Reason: IDK

I suspect Minnesota weathered (hah) the 1930s fairly well thanks to its northern location, so that's probably the result of migrants from Great Plains states.  I know it seems like half my Iowan relatives moved to Minnesota sometime around the 1930s.  The state government sometimes being avowedly socialist probably made it attractive to poor farmers Wink
