An act that will measure the competencies of the students. It's like the SAT, AP, and GED exams. This will be administered to all levels

I think we would be undermining the whole "private" thing about private schools, I'm open to allowing them to take the tests, and encouraging them too, but not to forcing them.

Yes, it does look like schools are measured more than individuals.
It's more of the schools' performance.
