Anyway, I'm running for reelection to the Pacific Council.

Assuming DemPGH wins the Presidency, the vacancy will be there (don't know the rules over whether or not there will be a special).

Yep there will be a special, but the constitution states that candidates can declare only after the Pacific Justice declared a special election, 36 hours before this special election takes place.
This declaration is for the regular election in August.
