It looks like the USSR sending tanks against its own people.
That's St. Louis County PD, which isn't really a small town. As for why they have it, they won a grant from DHS that gave it to them for free to - fight terrorism, or something.
I am sure that the people who applied for the grant had good intentions, but they should have asked themselves 1/ whether there is a single terrorist in the world who gives a sh** about St. Louis, MO and 2/ how is this kind of thing going to be useful against a terrorist fabricating a bomb in his kitchen like the guy from Boston.
