How is this "the GOP base"?  It's Republicans in general.  In fact, it's Republicans and Republican-leaning Independents.  And it's not exactly "least popular".  It's smallest net positive rating among the five people they tested:

As a point of comparison, Romney's fav/unfav among Republicans (as measured by Gallup) in July 2009 was 56/17% for +39%:
