The GOP wants her in at least in the beginning so it looks like their side has a woman running too.
Did they forget about their own female Senators and Governors?
They don't want to spoil a governor/senator.There is no "they" that decides who runs and who doesn't. If Haley or Martinez or whoever wanted to run for president this year, they would, regardless of what GOP leaders wanted.
Likewise, Fiorina isn't running because GOP leaders want her to. She says a niche as the lone female candidate for the presidency on the GOP side, and is trying to take advantage of it, but she's not doing so because anyone has told her to.
