What does "allow...to stay within the United States" mean?  A few years ago, some Republicans were advocating a compromise on immigration reform that would allow "a path to legalization" as opposed to citizenship, which basically would mean that someone who was until now here illegally could get a visa and live here legally on a long term basis (if not forever).  Is that what this is?  That people would actually get visas so that they'd be here legally?  Or is it just "We won't target you for deportation, but you're still illegal, so we could change our minds whenever", which is the situation right now?

My mother's a Canadian citizen who's lived in the US for almost her entire life (she's a green card holder).  She just doesn't care enough about voting to bother with US citizenship.  I hope she isn't forced to get US citizenship or self-deport under the Averroes policy.  Tongue
