SC-5 special election: Vincent Sheheen for Congress?

South Carolina Rep. Mick Mulvaney has been chosen by President-elect Donald Trump to be the next director of the Office of Management and Budget. He will be likely confirmed. With that, could former South Carolina 2010 and 2014 Democratic gubernatorial nominee Vincent Sheheen run for the seat and win in 2018? Once South Carolina Gov. Henry McMaster creates a special election, he lives in the district and could run, which is a pretty large district.

Sheheen lost this district by 5 points in his bid for governor in 2010 just ftr.
Likely Rep with him

I suspect he's damaged goods by now.  For that matter, I wasn't too impressed with his 2014 campaign.

Sheheen says people have asked him to consider running for Congress, and he laid out what his message would be if he decided to run. Sounds like he is actually thinking about running. I hope he does, I think he could make this race competitive 

He's a no-nonsense moderate Democrat. He'd make the race competitive.
