I get the logic behind it (IceSpear spelled it out perfectly above), but it's always hilarious to hear liberal Democrats cheer vigorously for people like Pryor, Landrieu, Warner, etc. to pull it out and then if they lose, they say stuff like "Good riddance, DINO."  Happens on the GOP side, too.
