Why does college completion rate matter, IndyTX?  I agree with all your other reasons though.

I'd guess because fields that require graduate degrees are more lacking in the Plains, and Whites with bachelor's degrees are a heavily Republican demographic.

EDIT: I'd also guess there's at least a loose correlation between completing college and coming from an affluent background.
