Anyway the CSA is the obvious selection, with the Kim's at a close second.

wow...just....wow

So Darren Wilson, who did nothing wrong, is well ahead of a Fidel Castro?  link - wiki on the human rights in Cuba

Even if the worst things you could possibly accuse Darren Wilson of were true he'd still be playing in the minor leagues compared to Castro.  I don't understand how a person, no matter their biases, could come to such a conclusion.  I don't know if either of them are "evil" or not, but Castro has done more damage to other humans than a hundred Wilsons could in a hundred lifetimes.

I view an individual, if they are evil or not, in context and their outcome on society, and their care for those dis privileged  in society. Darren Wilson, as a person in a position of power, through his own action caused a disprivelled person, from a poor family and a poor environment to be shot, when there was no need for him to be shot as he possed no danger and was un-armed. Let's say there was some danger, the need to fire 12 shots, which eventually killed the person is ridiculous, and the lack of empathy to stop shooting a person after 11 times, when Micheal Brown already possed no threat and was in pain renders Micheal Brown evil.

Now onto Fidel Castro, I do not like Fidel Castro, but do I think he is evil, no. At the start he literally was a freedom fighter, fighting against the oppressive Bautista-US aligned government and allow help for the countries' poorest citizens.  His help of the working class, social programs greatly helped the poor and lower-classes in Cuban society, and Fidel Castro worked hard in helping the dis-privileged in society. Him allowing free healthcare, expanding the school system, the improvement of infrastructure and the fight against poverty, is enough not to make Fidel Castro not be an evil person, even if he is deeply flawed in his means.
