When is the official state of the union address??

Next year.  New presidents don't have official SOTUs in their first year, but they usually call a joint session anyway.

But of course next year we could have a totally new president, so who knows?


That is not consistent in history. JFK gave a State of Union Address in 1961 shortly after being sworn in. LBJ gave his final one in 1969, days before leaving office, as did Ford in 1977. After that, newly inaugurated presidents waited till the next year, but gave a speech during a special session of congress, while the outgoing chief executive did not speak to congress anymore.
