I think it's pretty clear she's saying that Congressional Republicans clearly have a vendetta against Planned Parenthood, and that even though there are legitimate questions raised by the videos, they don't actually care about fetal tissue donations as much as they care about grandstanding against one of conservative activists' favorite punching-bags. If they did, they would be investigating the entire system, not just one organization.
