No, the Presidency has already become way too powerful.

Ordinarily I would agree with this, but on the other hand....

No, it would make negotiating effectively impossible.

No. It will only make it even more difficult to pass anything in Congress.

No.  Budgets are a series of compromises, and if the POTUS can unilaterally knock things out, it makes compromises difficult.

...I think the ends might justify the means in this case.
