Strom's views didn't change. His party did.
Was he still pushing for segregation in the '90s? Because if he wasn't, then his views had likely changed...
In 1993, Thurmond said that the issue was settled. He said this in comparison to the then-current issue of gays in the military.
Admitting that his side of the argument had lost is not the same as admitting he was on the
wrong side of it, which he never openly did (while Byrd did repeatedly).
