Isn't the House GOP setting itself up for a rough midterm if they vote to pass this, knowing it will almost surely fail in the Senate? They will have tons of their members on record voting for a bill that would have eventually left tens of millions without insurance, significantly reduced Medicaid funding and delivered a large tax cut to the wealthy.

If they can't wrangle up the votes in the Senate, then I can't see an upside to voting for this.

It seems to me that anyone who wins is going to claim they have a mandate, regardless of how contradictory the evidence for such is.
