Personally, it wouldn't bother me -even if the woman in question doesn't exactly meet up to BRTD, Flyers, or Opebo's 'standards'. 

So option 1...of course, if they are walking into a store or restaraunt, they will have to abide by whatever restrictions the property owner places on them.
