Lean Armenia. I believe the people of Nagorno-Karabakh have a legitimate right to be an independent country (or a part of Armenia) if they so desire and while the status quo isn't great, it's likely better than it would be if the region were completely controlled by Azerbaijan. Personally, I think the best case scenario would be for Nagorno-Karabakh to be annexed to Armenia (who are we kidding, there are pretty much no Azeris left there these days and if put to a legitimate vote, over 95% would vote for union with Armenia), give some sort of reparation to people displaced from the war, allow for free access between the rest of Azerbaijan and Nakhchivan, and guarantee that Azeris in Armenia and Armenians in Azerbaijan are protected minorities.
