If by that you mean that Trump never actually believed Obama was born in Kenya, then yes, its true. Here's the thing: That doesn't actually make Trump any less of a racist for saying it.

It might be true that Trump doesn't literally believe Obama was born in Kenya, but millions of Republican voters do believe that, thanks to Trump and other charlatans like him.
