If we were to shift the popular vote results from 2016 uniformly, OH would flip to D before TX.

Additionally, although Northern Maine was won by 10% in 2016, its Cook PVI rating in 2017 is less Republican than that of Eastern Nebraska (R+2 vs. R+4). Thus, I think Northern Maine would probably flip before Eastern Nebraska.
