Pretty sure he meant the year 2032 or 2036 and not actually suggesting a percentage of the black vote Trump could win.

He's saying he will be surprised if Trump doesn't get at least 10% of the Black vote. He estimates that Trump will get 32-36% .
Seems pretty clear that he is saying that if Trump doesn't get at least 10% of the black vote in 2020, then a Republican won't be able to do it until 2032 or 2036. If he actually thought that Trump could win a percentage of 32-36% he would of put percentage signs in front of the 32 and 36.
