One occurrance is hardly the "norm" as you call it.  The point is, many of these "abuses" are actually not really abuse.  I'd call it abuse if they show me a soldier cut off the fingers of one of the prisoners.  Or if they ripped out the prisoner's eyes.  But being tied up naked and kicked a few times?  Give me a break.

That is clearly abuse.  Anyone who would kick a tied person is a sadist.. admittedly a common type in the US.
