1)  While President, Richard Nixon made a point of making (seemingly) erratic, irrational and unpredictable moves in regards to foriegn policy (especially with China and Veitnam).  The goal was to confuse and scare his opponents abroad into thinking that he was capable of anything.  What was the name of this policy?

After the Civil War, southerners who stayed in the South and joined the party of Lincoln were know as "Black Republicans".  One prominant southern general became widely reviled for becoming one of these "Black Republicans".  He late in life, he became the successful President of a railroad.  Who was this general?
