Are we talking 2012 or in general where neither candidate nor VP candidate has ties to either state? In that case, I say Delaware. If it were a Republican who had appeal in suburbia, like Philly, I could see that spilling over into New Castle County. NJ would be a much tougher barrier to break through for Republicans just by numbers alone.
