Bush/Gore

Perot, who with age is fading into political irrelevance, picks up 5% nationally. He snags 2-3% in Florida, swinging it to Gore and about 4% in New Hampshire, also swinging it to Gore.

What would have happened in a 2004 Bush vs. Gore rematch without Perot?

With Bush as President, or Gore? I can't imagine Bush, an irrelevant and inexperienced former Governor of Texas, the weakest Governorship in the country, being the Republican candidate in 2004 if he lost in 2000.
