It would have to be a major US city, and not some rural backwoods or small town, since the type of people DC attracts would want culture, the arts, theater, nightlife, etc...
Manhattan is crowded as it is, moving the entire federal bureaucracy there would be insane.
Probably somewhere more in the geographic center. I think Denver or Salt Lake City would be interesting choices, perhaps too far West, though.
Chicago would be nice.
