The GOP should hope the Club for Growth doesn't get its candidates through in Ramstad, LaHood and Pryce's seats. Safe Dem gains.

The NRCC should rejoice if the Club recruits a candidate in OH-15. 1>0

Why?  Anyone one the Club for Growth puts up would be quashed by Kilroy.  The NRCC is better off trying to field a moderate candidate in the same vein as Pryce.  Otherwise they have absolutely no shot of holding this seat.

There are currently no (!) Republicans running in OH-15. If the only candidates who eventually file are gadflys, the GOP would be better off with a well-funded extreme candidate than an unknown candidate who runs a non-existent campaign.

They're gonna lose no matter what and given their current financial situation they can't really afford to throw money around to far right candidates in middle of the road districts.  Its like betting money on a horse with no legs.  You're better off just not betting on the whole race.
