Non-Muslim women in the Kingdom are generally under no real obligation to wear a veil or headscarf in most public places (they are required to wear an abaya, though), although it is 'recommended' as a sign of 'respect' and it's a good idea in more conservative places (like low-income or old neighborhoods, or a souq). Some douchey and insufferable mutawa'a may usually pester them to 'cover up', although that's less common nowadays.
