Doesn't it make sense that they oversample Democrats because there are significantly more registered Democrats in Arkansas than Republicans?

Yeah, exactly. And that's why his internal poll is silly.

But I'm sure Pryor saying "uh" a lot when asked a gotcha question about ebola will continue to get more press than Cotton making up insane nonsense.
