Since I've tried about a half-dozen approaches on Hugh's hard one, will have to leave in a couple of minutes, and consider my first one really easy anyways, I'll put up my new one and tell you the solution to my first one in this size so you can either read it or ignore it:
Each state's result drawn from last election where it did not vote for the winner

Lewis' Second One:

Each Letter is assigned a year.

A = 2004
B = 2000
C = 1996
...
W = 1916

Each state displays its results from the year corresponding to the first letter in its name (e.g. Colorado has the R +40 result from 1996).

It’s been long enough that I’m going to go ahead and give the answer.

Red means that the last time the state had a change in EV’s it lost electoral votes.
Blue means that it most recently gained.
Grey means that it never had anything other than 3.
That's a very cool map.

Okay, I'll solve my last one.
I though that it was easy, but noone even ventured a guess.
Every state displays the 2004 result of its alphabetically first county.
I'll leave the crazy thing just above unsolved for now.
