Noting that the population of Guam is far too small in comparison with even the smallest states, population-wise, such as Wyoming or North Dakota, I motion to replace the text of the bill with the following:

I. After a majority of vote by the citizens of Guam, Atlasian Samoa and the Northern Mariana Islands voting in the affirmative in a referendum administrated five days after the passage of this act by the territory governments of the commonwealths of Guam, Atlasian Samoa and the Northern Mariana Islands are hereby entered in the Union of Atlasia as a new state of Pacifica.
II. Pacifica shall become a state in the Pacific Region.
Christ. Putting American Samoa in to the same state as Guam and the Northern Marianas? How about making the Northwest Angle a part of Maine?

Someone propose a Mariana (Guam + N Marianas) State amendment, please.

What is the total population of the constituent parts of Pacifica?

Guam: 173,000
American Samoa: 59,000
Northern Mariana Islands: 80,000

So roughly 322,000 if my math is correct

Are these current estimates? I had just checked the Census website (I'd overlooked your post somehow) and for 2000 they've got Guam 154K, remaining Marianas 69K, East Samoa 57K. Guam and the Marianas have a similar Micronesian-Asian-White (in that order) racial mix, Samoa is homogenous Samoan and 3,500 miles away from the remainder of the proposed state.
