They have majority backing from 9 states' delegations per journalists covering this (need 7). Gordon Humphrey delivered it to a convention official. Delivery confirmed by North Dakota delegate Barry Emineth.

Washington, Iowa, Utah, Minnesota, Wyoming, District of Columbia, Virginia, Maine, and Colorado.

Currently people that signed are getting pressured to back off per a few of those journalists.

Virginia delegate Matthew Hurtt (signed petition, 2012 Ron Paul delegate) will try to periscope it at his Twitter account.

Ed O'Keefe of WaPo tweets a few more states are signing on. (?)
