Their deadline is two years less (20%) than the average longevity of a street sign.  That hardly makes it a case of replacing the signs as would be normal.

The mixed upper- and lowercase rule was adopted in 2003, but municipalities were given until 2018 to comply completely


It seems the media just picked this out randomly now.

Still, the whole thing is a giant Huh. Of all the infrastructure improvements that would reduce road deaths...
