Rough approximation via members of the House:

ME - 2
NH - 2
VT - 1
MA - 9
RI - 2
CT - 5
NY - 27
NJ - 12
DE - 1
MD - 8
MN - 8
IA - 4
IL - 18
WA - 10
CA - 53
HI - 2

Total = 164
164/435 = 37.7%
165/436 (DC) = 37.8%

I trust that there's a good balance of underpopulated districts (RI, NH) and overpopulated ones (DE, IA) to make that not too far off.

What if we count those counties in New Mexico?

Doņa Ana - 214k
Bernallilo - 671k
Santa Fe - 146k
San Miguel - 29k
Valencia - 77k
Taos - 33k
Los Alamos - 18k
Grant - 29k

Total - approx 1,217,000 million

1,217 / 313,900 = + .4%

Total (with Miles's numbers) is 38%.
