Why not just ban the use of mobile phones while driving entirely?

Talking on a phone while driving isn't much different from talking to a passenger in it. Texting of course is different. Ban texting while driving for everyone and have phones allowed otherwise unless you have some sort of restricted license (like if you got a DUI or something.)

Although operating a non-automatic car with a phone in your hands isn't very easy...

Bans on this sort of thing won't be very effective.

They will be very effective at making the roads more dangerous and increasing government revenue.

Increasing government revenue.....alright, no contest there.......but how on Earth does a ban on texting make roads more dangerous?
