As to how long it will take, I am uncertain. Should the citizens of the region prove not to be filthy communist traitors, I can assure you that the various architects and engineers who would no doubt be willing to fight one another to the death or sacrifice their first born sons just for the honor of slaving for the rest of their lives in a vain attempt to complete the monument will be able to give you an estimate.

Once construction has reached the point that the statue is high enough, I expect the moon to be broken up and used as building materials. Granted this may have some effects on the tides and whatnot, but considering it's a statue whose height exceeds our planet's diameter by many times I would imagine that the gravitational forces generated by it would cause such things anyways. The good news is that the new situation will bring about the need for new technological innovations, thus creating high paying jobs for researchers.
