Lou Dobbs is irrelevant.

he'll have money and ID, this isn't Bob Barr we're talking about running. He won't win, but he can very much decide the election

Not by any stretch of the imagination.  He'd struggle to break one half of one percent.  An obscure cable host on a bottom-of-the-pile news network isn't a great launching post for a Presidential campaign.
