It depends on quite a bit.  Is this a Libya situation where a broad-based opposition movement is in open civil war against the dictatorship and only needs some foreign air support to win (in which case the foreign presence is minimal and ends at the end of the war...there are no NATO troops on the ground in Libya today)?  Or is this a full-fledged invasion?  I'd appreciate it if people didn't conflate the two, because there's a pretty huge difference.
