Something to keep in mind: this would mean a lot of changes in specific laws that have been passed.

Shua- are you saying it might be better to wait for Polnut's budget and just amend that?
It might, but really I was just pointing to the fact that a lot of the items in these budgets are the results of specific laws.  I was thinking somewhat of how that would need to be handled in the wiki if this passed to be clear which laws are still in effect or are amended.

Something I should point out is that I had been planning anyway to do an update of the budget in the next week or so anyway since there have been some changes due to new laws, fiscal calendar stuff, etc.  I was going to wait to see if the new healthcare law passed first, but instead I'll try to expedite it since all this budget talk is going on now.
